Colorado Requires IAs to File New Part 2 of Form ADV

Investment advisers must, starting April 1, 2011, file a new Part 2 of Form ADV electronically with the IARD.

Please see here. Choose "Division of Securities" along the left pane to find the memorandum down the center of the Division of Securities page.
